First impression - HARD ON THE EYES. I will explain more in the color section but your first impression is VERY important and you will push many many people away with a color layout like that one.
Skin/Template/Colors - Ok here is where you need your most work. First, the text color. That deep neonish blue is very hard to read in paragraphs and is very hard on the eyes. I would suggest maybe white or something lighter. You need the text to be easy to read for long periods of time. Second, your highlight color is hideous. It is EXTREMELY distracting to have a massive board box light up like a light bulb into a lime green color every time that i move my mouse over it. I would suggest just completely removing this feature and leave it so that when you go over the link it just underlines it. I dont think people will have trouble knowing what they are clicking.
Coding - Not a bad job here. You used one of my favorite info centers so good job there. (again hard to read because of the blue text). Very good utilization of category splitters makes it very much easier to read. Your ownly weak point here would be your welcome center. I will admit that it is VERY informational but NOBODY is going to want to read all of that. I would suggest getting either a different one or maybe changing this one up a bit. Things like animation (scrolling text). Different colors (instead of ALL BLUE). And some PICTURES in there will help you EMENSELY.
Topics/Theme - Good theme. Im sure that you will find people willing to come here. You mentioned "bettering your memebers" in your post above. I am not quite sure what you mean by that but if you want more members you will need to ADVERTISE. You will not get members just by opening your forum, it just doesnt happen that way. I would suggest putting a link to it in ALL of your siggy's on any forum (including here) and then going to advertising websites (like here) and talking up your forum. That should help.
Final rate - 7/10. Well organized, but hard to read and stay focused on. With some work this forum will come out great. Hope everything goes well for you!

Now THAT is a forum worth using. VERY nice job. I love your highlight color, text color, category splitters, and everything.
