I have my own form that am I used to, if there is something I didn't cover for you, let me know.
Colors/color scheme:
Right off the bat I noticed that all your colors go great together. The whites, grays and teals all blend nicely and match well.
All the text is easy to read off of the background colors. And the links stand out from the regular text.
However, I would change it so that staff members have a different link color than the members and threads because they should stand out as well. Right now, you and other staff members look like regular members. Just by a glance at the board, someone may think that it has no staff members.
Overall.. this is a very nice, clean color scheme and is very easy on the eyes. Soothing.
Graphics/Images:
Banner - Okay, this gets the point across about what the forum is all about. Nice use of images, however, it doesn't quite match the forum.
Menu buttons - Nice and simple, easy to read and find.
On/off icons - Well, these are nice and all and match the color scheme, but I don't see how they match the forum theme.
Info center icons - Still the default. Some simple Yu-Gi-Oh related images would be nice to blend in with the theme and color scheme.
Background - none. Actually I don't mind this. It's nice to see a simple background like this, and not one that is a big mess of images from the series.
Okay, however, I don't see how all these images and colors, mainly the images, (excluding the banner) fit in with the overall theme of the board. Is this a premade skin? If so, I would either go with something different or just skip it all together so you can add in more Yu-Gi-Oh images and graphics, just to know what it's all about.
Yes, the theme should be captured through the content, but the graphics help capture attentions as well.
Overall, graphics are off to a nice start, but I would change up some and get more theme-related images.
Content/Theme
Okay, as I said before, you want to make sure your entire forum speaks out about the theme.
That said, the setup of your boards is great. First off, you have a good number of boards, not too many, not too little. They all seem to have great activity.
Second of all, you have placed all the relevant information to your topic at the top, with all the general/off-topic info on the bottom. Good job. Maybe people don't get in the hang of putting the topic at the top. You want it there so people will know right away what is important.
Overall... not much else to say. You have a good layout here.
Coding/Odds 'n' Ends:
As for adding codes, I would only suggest moving the menu bar below the ads, to make everything more cohesive, and then, perhaps, adding an updated Info Center code.
Not much else here... everything looks good. Activity seems good. I just think that the topic of Yu-Gi-Oh should be displayed a bit more. But don't go overboard with it.

Boards/Categories/Content:
For the amount of members you have, you have a pretty good amount of boards. I could safely say that you could probably be safe with even a few more game boards or something fun like that. The category splitter is a great idea. There's just one problem with the head/base images. They don't really fit the theme. They don't look like the style of a Yu-Gi-Oh! type forum. Make something a bit more dramatic.

Graphics/Skin
Ok. The banner is really nice. Good quality and colors. However, it doesn't fit in the rest of the skin. The rest is too boring. The boards and the background mesh together and aren't contrasted very well. I'd suggest a dark image for the background, whether it be a character image or just a texture. It would definitely look a lot better. I really like the menu buttons though. Simple, yet effective.

Coding:
I could be wrong, but my impression is that little to no coding work has been done. Everyone has their own maximum of code usage, me admittedly being a code fanatic, but regardless of your limit, everyone needs codes. I'd suggest a sort of welcome table with an image or two, a welcome message, and maybe a staff list. As for other codes, be creative. Look through databases and use some things that interest you.

Overall:
My only real thought is that it's just too plan. You need to spruce up the appearance and appeal. With wowing graphics and contrast in color, more people are often drawn into a site than to one with less graphics and colors.
Your site has a lot of potential, as all do. However, its visual appeal isn't all that exciting.
