Here is my rate.
Banner - Very nice banner. It fits the theme and it looks very nice. It would look better if you added a few codes though.

</script>That also goes in the global headers. It removes the hey x, you have x messages text. Adding those codes will make your banner look much better in the welcome table.
Background - I recommend getting one. Either one that fits the theme, in this case a Buffy one. Or one that looks very nice like a simple lined background. Both are easy to find or you could request for one in the Graphics Request board. In any case, I recommend getting one.
Boards - Great amount of boards because most of them are actively posted in. I recommend filling in those 0s boards so they don't look so empty and dead. Its pretty simple, just post in those empty boards. Otherwise, I can tell your forum is pretty active.
Buttons - I recommend getting some menu button, rather than using the default basic ones. If you don't want to get custom menu buttons, try this.
Colors - Very nice colors you have used. I like how the gradients really add to the skin. I recommend making the link color different than the text that way you can tell links from just plain text.
Codes - If you the codes I posted above, you will have to add the code I am posting below so you can check your Private Messages.

Icons - I think you need some on/off icons to go with the skin. You can find premade ones at many proboards, you can make them or you can get them. I just recommend getting some. Graphic Requesting might be a good thing to do for that.
