First impression - Good color scheme. Nothing is distracing. OK topic, not to specific but also not to general. A few coding issues that i will tell you about later. Other than that not bad. I dont really understand the title of the forum. "Nancy 1905 Place"? Is that an address?

Skin/Template/Colors - As i said above your colors are fine and they go well with the topic of the forum. If i would change anything it would be the highlight color. All it does is lighten the thread box and is unnecessary and distracting. Users should have no problem figuring out what one they click on with just an underline as the highlight. Other than that you are fine here. One more thing about colors would be your usergroup colors. Are all users white? This is quite boring and lacks contrast. Your admins should be a VERY distinct color. (most forums use RED but i dont think that would work on your forum.) This alerts members that that person is someone special. This also goes for your mods and such other staff. If everyone is white then everyone will seem the same and thats not true.

Coding - Here you could use some help. First off i would say that your info center is quite boring. I would say that you should get a new more informative one. You can find one at the Proboards Support Info Center Hacks. Your categories are split well and your welcome center is good. I would change a few things in that welcome center though. First, i would suggest some text color difference. Right now all colors are gray and it is quite boring. How about changing the Admin name to w/e color you have admins and so on and so forth. Also i would make the text scroll so it draws more attention. One more thing is that i would make the names in the welcome center a link to the person's profile. This is helpful with identifying people.

Topics/Theme - Your theme, like i said above, is good and should be relatively ok to draw members. Just make sure that you advertise a lot and promote it as much as you can. Good job here.

Final rate - 7/10. There is quite a few things that i belive you can fix and make your forum that much better. Good luck! Let me know if i can help you with anything else!

Highlight color is fine.

You change the color by going to the Member Groups in the Admin Panel.
