I have heard many different suggestions on how to do this in the past, even tried some, but would like new opinions.
I really don't have a problem getting new members; my real problem is getting the more veteran members to actually post around the forum, in more than one or two areas... so that when I do get new members, they might feel more welcome.
I have thought about a variety of contests, but every time I try to start one, only one or two members sign up...and then it's not worth having a contest.
I even keep poking my staff members to try to show up more often and post around, engage in discussions, welcome the newer members.
I even send out a monthly newsletter.
I'm not sure what else to do. I'm coming up on my 5 year anniversary at my general forum, and I feel I should have something to show for it, other than a forum that used to be active, but now many don't post at any longer.
How can I get the current posting members to post more? Because if I can do this, maybe other members will return.

I'm having this same problem on my forum and am trying to find ways to get the older members to post so that the new members will post after they join...
I have started this last month... where if I notice a member is having a birthday, then I e-mail them and wish them a happy birthday and remind them about the forum along with sending out a newsletter once a month... That has kinda helped...

I often send mass emails when activity starts to drop! This means possibly a couple will come back then you build upon that! Try to treat members more as mates as well as they like this and it makes it more fun for you!

I treat all my members as friendly as I can... Plus, my more veteran members (the ones I want to post more) were my friends before this forum, that I later invited when I created it.
My newsletter has brought back the occasional straggler, but other than that, not really.
I think the main thing isn't to bring back members, but to encourage the ones that do visit and sign in, to post more and in more areas. I don't want to resort to sending "threatening" PM messages, encouraging everyone to participate in more discussions.
I can't even my mods to really participate.
It's hard to have a general forum with community, when there is no community. Which is probably why my new members don't come back.
